Summary

About the Position:
This position is located at Ramey Unit School, Puerto Rico. Ramey Unit School occupies 20 lush, tropical acres located in the northwest corner of Puerto Rico near the town of Aguadilla.

Federal employees in Aguadilla, Puerto Rico may be entitled to receive a 2.63% Cost of Living Allowance (COLA) in addition to the base salary. (% is subject to change)

Duties

  • Plan, manage, direct, and coordinate budget formulation, analysis, and execution.
  • Manage manpower support for the school and directs the review of on-board strength and authorizations and assures full coordination with Headquarters.
  • Oversee the civilian personnel actions for the school, coordinate Requests for Personnel Action (RPA's), provide technical advice and assistance to Principal on filling positions, developing new position descriptions, and related issues.
  • Administer the student registration, student attendance, academic records maintenance, tuition status, and other related processes.
  • Perform property management and accountability and central purchase of equipment, as well as central forms and supply management.
  • Direct the preparation of reports, to include monthly strength reporting as well as other special reports for customers, the headquarters, or school management. Manage the operation of the mail and file function for the school.
  • Manage the provision of other management analysis services, to include space management, management controls reviews and studies, quality and productivity improvement, facilities maintenance and repair, and support agreement programs.
  • Develop and/or implement school security procedures, brief and train school personnel on procedures, and ensure procedures are followed.
  • Performs first line supervisory responsibilities over a staff of technicians engaged in budget, supply, records management, registration supply technical and other school support work, mail and file operations.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

  • One year supervisory probation period may be required.
  • This position requires a Tier 1 (T1) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • You may be required to sign a transportation agreement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. One year of specialized experience which includes: be conversant with the full variety of school management support functions such as personnel, budget, manpower, management analysis, and force structure management; managing an annual budget, advising employees on work and administrative matters. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Public Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
