The State of Connecticut, Department of Transportation (DOT) is currently accepting applications for two Transportation Materials Technician 2 positions, in the Division of Construction Operations, Material Evaluation and Specification Unit (MESU), located in Rocky Hill, CT.

THE ROLE:

The Transportation Materials Technician 2 positions assist the MESU regarding inspection and testing of materials and structures used in the construction of transportation facilities. Examples of duties associated with this position include:

  • Performing hardened concrete and steel elements physical testing
  • Performing hot mix asphalt laboratory testing
  • Performing mathematical calculations of test and preparing test reports
  • Performing evaluations of construction materials to determine their conformance to applicable specifications
  • Inspecting the manufacturing procedures, equipment, and materials for hot mix asphalt and precast concrete production
  • Assisting higher level employees with Balance Mix Design testing
  • Assisting higher level employees in maintaining laboratory accreditation 
  • Calibrating and maintaining laboratory apparatus and equipment
  • Other related duties as assigned


POSITION HIGHLIGHTS:

  • Monday - Friday
  • Full-time (40 hours/week)
  • First shift 
  • P-4 (Engineering and Scientific) Bargaining Unit  
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Transportation, Division of Materials Testing this class is accountable for independently performing a full range of field and/or laboratory tasks in the physical and chemical testing of construction, maintenance, and other materials.

EXAMPLES OF DUTIES


  • Reviews requests for and performs more advanced chemical and/or physical tests and analyses of the following materials: paints, asphalts, petroleum, concrete, and plastic products, expansion joints, cable fittings, rope, fuel oil, grease, varnish, bituminous mixtures, guide rail posts, sand, stone, steel, cement, seeds, soils, fertilizers, and herbicides; 
  • Inspects the manufacturing procedures, equipment, and final products of such sources of supply as quarries, steel fabrication plants, concrete pipe plants, and bituminous and prestressed concrete plants; 
  • Calibrates and maintains testing machines and laboratory apparatus and equipment; 
  • Standardizes solutions and reagents; 
  • Determines whether materials conform with state, federal, and project specifications; 
  • Reviews shop drawings; 
  • Performs calculations and maintains records of observations and test results; 
  • Assists in researching new materials or modifications of old materials; 
  • Discusses problems, changes, and new procedures with producers; 
  • Prepares reports and graphs of completed tests; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Four (4) years of experience in chemical and/or physical testing, analysis, or inspection of construction or maintenance materials including independent performance of tests such as extraction gradation, slump and air content for cement and concrete cylinder tests.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years for an Associate's degree.
  • For state employees one (1) year of experience in materials testing at the level of a Transportation Technician may be substituted for the General Experience.

PREFERRED QUALIFICATIONS


  • Experience with Bluebeam, Microsoft Excel, creating spreadsheets, inputting data, making calculations, creating graphs, and other Microsoft Office applications
  • Experience performing mathematical computations, and preparing documents such as material testing and inspection reports
  • Experience working in a team environment and communicating verbally and in writing with teammates and stakeholders of all levels
  • Knowledge of and experience with construction project management software applications, such as AASHTOWare Construction and Materials, or similar applications
  • Possession of Concrete Technician and/or Asphalt Plant Technician Certification from the NorthEast Transportation Training and Certification Program (NETTCP)
  • Possession of Concrete Field Testing Technician grade 1 certification from ACI or equivalent
  • Knowledge of construction materials and components properties and knowledge and experience with their production and testing
  • Experience maintaining and calibrating testing equipment

SPECIAL REQUIREMENTS


  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS


  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS


Incumbents in this class may be exposed to some risk of injury due to toxic fumes, dust, or heavy machinery or equipment; may occasionally be required to lift heavy objects; may be exposed to environmental conditions such as noise and heavy traffic.
