Overview

LMI is seeking an experienced Senior Business Analyst at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Washington, DC. This position will support a program development and improvement workstream within the agency Policy, Communications, and Engagement directorate.

Responsibilities

As a Senior Business Analyst, you will be responsible for working towards strategic objectives by helping with planning, aligning stakeholders, leveraging project management principles, conducting surveys, and supporting new processes, programs, and systems. Your duties may include:

  • Supporting the agency in developing various documents and managing required tasks associated with being a co-lead of the Government Services and Facilities critical infrastructure sector including engagement with representatives of other federal agencies.
  • Assisting the Deputy Director (SES) in the daily prioritization of administrative taskings critical to agency operations.
  • Reviewing and editing executive correspondence, both internal and external, to ensure agency equities are property addressed.
  • Integrating change management activities into program and project plans, including the agency’s strategic plan.
  • Monitoring and reporting on the progress of activities against defined schedules, milestones, and outcome measures.
  • Analyzing the required change and the organization’s environment and recommend effective change management strategies and methods to encourage change adoption.
  • Advising members of the Executive Leadership Team on issues and actions related to implementation of change management activities.
  • Developing, supporting, and executing actions necessary for leadership to ensure efficient implementation of initiatives across the enterprise.
  • Developing content for and facilitating events/meetings such as all-hands, strategic planning sessions, and work group meetings.
  • Supporting other tasks efforts, as tasked, to mature business processes and increase organizational efficiency and effectiveness.

Qualifications

Minimum:

  • Bachelor’s degree, preferably in a discipline related to business, organizational effectiveness, or public administration- other degrees can be considered if experience demonstrates capability.
  • Ten (10) years of professional or relevant experience, including experience in executive support.
  • Ability to conduct detailed research and analysis of qualitative and quantitative data and present to executive leaders.
  • Experience planning and managing change-oriented projects and assessing their performance against objectives and milestones.
  • Experience designing and delivering communications to diverse and dispersed stakeholders, through varied communication media/channels/formats.
  • Strong, demonstrated problem solving experience and communication skills, both orally and in writing.
  • Ability to propose and assess capabilities of alternative solutions to meet program needs.
  • Ability to effectively manage several projects at one time.
  • Ability to manage multiple groups and tasks and work independently or in a group.
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio.
  • Self-starter capable of bringing clarity to and acting in ambiguous situations.
  • Ability to obtain DHS public trust security clearance.

Desired:

  • Masters degree, preferably in a discipline related to business organizational effectiveness, or public administration.
  • Experience with, or at a minimum understand of, federal government critical infrastructure protection/resilience plans and policies.
  • Strong copy-editing skills and attention to detail.
  • Experience working within an operational law enforcement or military headquarters element.
  • Experience working within the front office of a federal senior executive.
  • Strong facilitation and influencing skills and the ability to build relationships and interface with executive and senior level government leaders.
  • Proficiency with data visualization methodologies and software (e.g., Power BI or Tableau).
  • Lean Six Sigma, Change Management, Agile, and/or PMP certifications.
  • Existing DHS public trust or security clearance.
