Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Protection, HLO unit  in Salem, Oregon has a fantastic career opportunity for a Regulatory Operations Manager (Compliance Regulatory Manager 1) which evaluates, and effects change to operational processes, rules and policy for the following boards, councils and programs the HLO serves:

This is a full-time, management service position, not represented by a union.

What will you do?
The Compliance and Regulatory Manager is a member of the HLO Executive team which creates business strategies, objectives, priorities, and goals for the HLO. The primary purpose of this position is to promote the mission of HLO by directing the regulatory division of HLO through supervision, development and implementation of regulatory compliance programs, outreach to and education for facilities, businesses, independent contractors, practitioner license holders, consumers, and the media.

The Regulatory Operations Division Manager also directs all disciplinary and regulatory aspects of HLO; oversees and manages the statewide inspection of businesses and practitioners; may oversee or participate in complaint investigation resolutions, mediation, and contested case hearings. This is accomplished by training and managing a team of investigators, inspectors, and administrative staff.

Minimum Qualifications:

Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a Bachelor’s degree in a related field.

Desired Attributes:

  • Incumbents must possess highly specialized expertise in the theories and principles of evidence.
  • Experience in investigations, law enforcement or administrative law managerial experience.
  • Extensive knowledge of the principles and practices of employee relations.
  • The ability to demonstrate general knowledge of the principles and practices of management, including planning, organizing, directing, motivating, controlling and decision making.
  • Basic knowledge of public speaking techniques; general knowledge of the principles and practices of organizational behavior; and skill in communicating effectively in writing and in oral expression.

Working Conditions:

  • Extended periods of data entry on a PC terminal and telephone usage daily.
  • Office environment requiring occasional standing, bending and lifting up to 25 lbs.
  • This position has frequent contact and interruptions with staff, licensees, public, HLO stakeholders, media and others with conflicting priorities.
  • Works under deadline situations over which the employee has no control. Conflicting schedules and deadlines can create heavy workload and stressful production periods.
  • Occasional handling of angry or irate applicants, licensees, citizens, and staff.
  • Requires a flexible work schedule and intermittent overtime; infrequent travel in State-owned vehicle; periodic out-of-town / out-of-state travel with occasional overnight stays.
  • Some duties can be performed remotely. Remote workers must establish and maintain an appropriate environment and schedule when working from home.
  • To be eligible for telework, staff must have a home workspace that meets all applicable technology, security and safety requirements including the ability to provide protection of confidential information accessible in their home.
  • Staff who work remotely may be required to periodically or regularly report to a state office location as part of their job.
