Position Information

Hiring Department: Planning and Construction

Posting End Date: Open until filled. This posting may close once a sufficient number of qualified applications have been received.

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, flexibility is required on evenings and weekends

FLSA status: exempt

Earliest Start Date: As soon as possible.

Salary: Commensurate with experience and education.

This position is security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to obtain criminal history record information. A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.



Purpose of Position

Provides leadership, guidance, and coordination in all aspects of project management. Responsible for the overall outcome of the estimates and schedules for all project proposals and negotiations. Responsible for the day-to-day management of all aspects of capital improvement projects from conception to completion and through occupancy by the University client, ensuring that the goals of project planning, design, budgets, schedules, and construction are met within prescribed time frame and funding as agreed by the University and their representatives. Responsible for complying with all policies, mandates, and instruction given by the Associate Director and/ or by the Director for Planning and Construction.

Essential Functions

Participates in campus master planning, capital improvement planning, and architectural space planning as assigned.

Develops project planning and programming documentation to gain approval from the University and its appropriate management level including the Director of Planning and Construction.

Prepares requests for proposals and conducts all necessary meetings to facilitate hiring consultant services with the approval of the Director for Planning and Construction or designated agent.

Serves as the University representative on larger facility projects managed by the University of Texas System Office of Capital Projects (OCP), conveying the needs and vision of the institution.

Participates in coordinating with architecture/engineering firms in developing design criteria and reviewing layout and detailed drawings.

Communicates effectively with clients, suppliers, and contractors to identify needs and evaluate alternative business solutions and strategies for project completion.

Prepares contractual agreements as necessary to facilitate hiring consultant services with the approval of the Director for Planning and Construction or designated agent.
Manages programming, design, bidding, and construction of new facilities, additions, and renovation projects as assigned. Concurrently manages multiple simple to complex projects from inception through project close-out.

Manages collaborative project development processes. Coordinates with proponent groups and committees to facilitate rational facility planning, budgeting, and scheduling.

Conducts all pre-design meetings with the project team, including discussing the end-users and contractor's roles and responsibilities. Responsible for keeping the Construction Manager informed of all issues and communications throughout the life of the project.

Responsible for scope, budget, and schedule development and the day-to-day management of all assigned projects. Works collaboratively with the assigned Construction Manager to ensure that the budgets and schedules are reasonable and achievable.

Coordinates and partners with project personnel to establish the plan, document the scope, and develop project schedules.

Ensures projects are completed as scheduled and government regulations and health and safety requirements are maintained.

Prepares and maintains detailed engineering and construction schedules including development of critical path and project proposals.

Ensures the maintenance of all essential documentation. Evaluates scope changes, cost trends, additional work orders, and other elements.

Gathers and reviews data, concerning facility modifications, including requested modifications, University policies, regulatory requirements and required completion dates.

Accomplishes operational objectives by providing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, quality, and customer service standards; resolving problems, completing audits, identifying trends; determining system improvements, and implementing change.

Meets financial objectives by forecasting requirements; preparing project budgets, scheduling expenditures, analyzing variances, and initiating corrective actions.

Knowledge of all required electronic software programs necessary to perform duties of the position, including but not limited to current versions of Microsoft Office, Microsoft Project, Bluebeam Revu, AutoCAD, Sketchup, and be able to learn and use institutional software systems.

Complies with all State and University policies.

Other duties may be assigned.

Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Qualifications:

Education: Bachelor's degree from a four- degree College or University in Architecture or Engineering

and

Experience: Ten years of experience related to statement if duties and responsibilities; or equivalent combination of education and experience

Preferred Qualifications:

Education: Master's degree in Architecture, Engineering, or related Construction Disciplines

and

Experience with Institution of Higher Education projects preferred, State License to practice Architecture or Engineering
