This is a full-time hybrid role for a Market Research & Modeling Project Manager at Bonneville Power Administration in Portland, OR with flexibility for some remote work. The Project Manager will be responsible for overseeing market research projects, designing questionnaires, applying analytical skills, and managing research initiatives.

DUTIES:
The purpose of this position is to lead and perform energy efficiency evaluation and research in the Planning and Evaluation group. This includes market research to quantify momentum savings and evaluation of BPA's programs.
As a Market Research & Market Modeling Project Manager (Public Utilities Specialist), you will:
- Develop the strategy, design and implementation of market research and/or evaluations for BPA energy efficiency programs.
- Oversee contractor implementation of market research activities, including development of research strategies, methodologies, and models.
- Oversee contractor implementation of energy efficiency evaluations, including billing analysis, engineering analysis, review of statistical models and cost-effectiveness analysis.
- Conduct technical analysis and review of energy efficiency evaluations and/or market research projects.
- Oversee development of evaluation and/or research reports.
- Provide oversight of contractor work deliverables and support manager in procuring contract resources.
- Manage the budget for evaluation and/or market research and support manager in developing annual budget proposals.
- Perform internal and external engagement on market research and/or evaluation.
- Collaborate with BPA's customers and other regional stakeholders to present and seek feedback on plans, strategies, data collection, analysis and results.
- Track new research and evaluation activities used by other utilities nationally and internationally for applicability to BPA and the Northwest.
REQUIREMENTS: Conditions of Employment

QUALIFICATIONS:
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as:
1) PROJECT MANAGEMENT: Successfully managing large and complex research or evaluation projects with a variety of stakeholders in energy efficiency or demand response or conservation or distributed energy resources or demand flexibility or energy fields; and
2) TECHNICAL COMPETENCE: Leading the implementation of technical market research or evaluation projects of programs in energy efficiency or demand response or conservation or distributed energy resources or demand flexibility or energy fields.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
