The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OSPHL) in Hillsboro, Oregon has a career opportunity for a Laboratory Data Exchange Coordinator to coordinate and support timely and quality testing for populations at risk of infection.
The Oregon State Public Health Laboratory (OSPHL) has been actively protecting the public's health since 1903 by supporting state and local infectious disease control efforts, preventing metabolic disorders detectable at birth, and assuring the quality of testing in clinical and environmental laboratories.
This is a full-time, permanent, classified position and is represented by a union, SEIU Human Services.
What will you do?
As a Laboratory Data Exchange Coordinator, you will design and coordinate lab-wide onboarding activities with clinical providers and health systems to facilitate greater use of electronic test order and reporting (ETOR) statewide. You will create and maintain up to date policies and procedures around data exchange and implementation of a robust ETOR quality strategy. In addition, you will work closely with the laboratory informatics team to ensure timely and accurate orders and results are exchanged and that data quality and reporting support surveillance and epidemiology reporting to federal, state, and local partners. These positions must be able to work in a complex arena with national, state, and local professionals in public health, laboratory, epidemiology, newborn screening, clinical practice, evaluation, and informatics.
What we are looking for:
Minimum Qualifications:
A bachelor's degree in public health, informatics, bioinformatics, computer science or a related field AND two years of professional-level evaluative, analytical, and planning experience related to data exchange or interoperability.
OR
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical, and planning experience related to data exchange or interoperability.
Desired Attributes:
- Preference will be given to applicants with a master’s degree in public health, bioinformatics, informatics, computer science or a related field or equivalent in training and experience in public health data, public health informatics, data systems design, and database management.
- Knowledge of or proficiency in the following software applications and OS platforms: Rhapsody Integration Engine (coding in JavaScript and Java), analytic and programmatic applications (e.g., R, Python, SQL), Windows Desktop and Server, file transfer protocol (FTP and sFTP), Virtual Private Network (VPN), Windows, Microsoft Office including MS Access, PowerPoint, Word, and Excel.
- Experience with public health data formatting and coding standards, including Health Level Seven (HL7), International Classification of Diseases (ICD), and other standardized and proprietary codes.
- Experience working with Electronic Health Records (EHRs) and Laboratory Information Management Systems (LIMS).
- Knowledge of principles and practices of health data collection and reporting and clinical laboratory operations.
- Experience preparing and presenting highly complex technical material and issues to non-specialists.
- Experience identifying measures or indicators of system performance and recommending actions needed to improve or correct performance, relative to the goals of the system.
- Experience coordinating large technical projects, including experience interacting with laboratory or clinical stakeholders.
- Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
The work of this role will be primarily performed on-site at the Oregon State Public Health Laboratory in Hillsboro, OR. Thirty percent (30%) of the work of this role may be conducted remotely with full access to the needed operating systems and technology. Work location and the amount of remote work can be changed at any time at the discretion of the hiring manager. The Oregon State Public Health Laboratory is located at 7202 NE Evergreen Pkwy Suite 100, Hillsboro, Oregon 97124.
May occasionally require working more than eight hours per day and/or weekends to support public health investigations or emergency response.
Must have a valid driver's license. In-state travel and occasional out-of-state travel is expected to attend meetings, conferences, make presentations and meet with partners.

- The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
